Hyderabad: BRS MLC Kavitha Demands Public Review of Telangana Caste Census and Local Body Elections with BC Reservations

Bharat Rashtra Samithi (BRS) MLC K Kavitha on Monday, February 3, urged the Telangana government to release the caste census data for public review and allow a 15-day window for those who missed registering their details.

“Along with making the data publicly accessible, the government should conduct local body elections with 56.3 percent reservations, including 46.3 percent for Backward Classes (BCs) and 10 percent for Muslims,” Kavitha stated, criticizing the caste survey conducted by the Congress government as inadequate.

Concerns Over the Caste Survey
Kavitha pointed out widespread dissatisfaction among the public regarding the survey's accuracy. She alleged that many residents were not approached by officials during the process, raising doubts about its legitimacy.

“Since the Congress came to power, we have been demanding proper welfare schemes for Backward Classes. However, the caste survey conducted in Telangana fails to meet expectations,” Kavitha said.

She highlighted discrepancies in the data by comparing it with previous surveys. According to the 2011 Census, Telangana had 83 lakh households and a population of 3.50 crore. By 2014, during the Samagra Kutumba Survey conducted under the then BRS government, these numbers increased to 1.3 crore households and 3.68 crore people.

However, the current survey lists 1.15 crore households and a population of 3.70 crore, reflecting a smaller increase in the number of households over a decade. “This discrepancy raises questions about the survey’s accuracy,” Kavitha remarked.

Disparities in BC and OC Population Data
The MLC also questioned the findings regarding the population distribution of various communities. “The survey conducted under the National Health Mission estimates the BC population in Telangana at 50-56.5 percent. However, the state government’s survey claims it is only 46.2 percent,” she said.

Kavitha expressed further doubts about the reported increase in the OC population, which grew from 8 percent in 2014 to 15.3 percent in the latest survey (13.3 percent Hindu OCs and 2 percent Muslim OCs). “If the OC population has risen, the numbers of BCs, SCs, STs, and minorities should also show a corresponding increase,” she argued.

Call for Transparency
Kavitha called on Chief Minister A Revanth Reddy to ensure transparency by making the caste census data for all 3.5 crore individuals publicly available on an official website. “If the CM is sincere, the Congress government must allow public scrutiny of the data,” she stated.

Caste Census Findings
The caste census data released on February 2 revealed that 46.25 percent (1.64 crore) of Telangana’s population belongs to the Backward Classes. The Socio-Economic, Educational, Employment, Political, and Caste (SEEEPC) survey conducted by the state government covered 3.54 crore individuals.

According to the survey, Scheduled Castes (SCs) make up 17.43 percent (61.84 lakh), while Scheduled Tribes (STs) account for 10.45 percent (37.05 lakh) of the population.

The findings will be presented to the state cabinet on February 4 and debated in a special session of the legislative assembly.
